The Hispanic Chamber of Commerce of East Tennessee operates as a non-profit corporation approved by the Secretary of State of Tennessee on February 23, 2004. Any person, association, corporation, partnership or estate having interest in the objectives of the organization can apply for membership. The Board of Directors is the governing body of the corporation and is currently composed by the following persons:

Born in West Covina, California and raised in Evansville, Indiana, Bill Garibay graduated in 1988 from Murray State University in Murray, Kentucky with a Bachelor’s Degree in Occupational Safety and Health. Bill moved to East Tennessee in 1991. Bill resides in Clinton, Tennessee with his three children: son, Wil, who is 14 years-old: daughter, McKenna, 12 years-old; and son, Blake, who is 7 years-old.


As a Certified Safety Professional (CSP), Bill Garibay started ES&H, Inc. in his home in 1997 in what would later become his first son’s bedroom. Soon the business outgrew not only that room, but had begun to take over the rest of his home. Diligence and hard work had started to produce rewards in the way of profitable contracts. Bill was soon able to move the business from his home to an office in West Knoxville, Tennessee. In addition, this early success began to garner attention. ES&H, Inc. began to be recognized as an elite company by both industry observers and peers. In 2004, for example, the company was honored as DOE Oak Ridge National Laboratory’s Small Disadvantaged Business of the Year. 

ES&H, Inc. has also been recognized with additional accolades from Hispanic Business Inc.; Inc. 5000; Business TN; and was recognized in 2005 with the Gold Medal Business Achievement Award by Environmental Business Journal. In 2007, ES&H, Inc. won the Minority Business Excellence award at the Knoxville Chamber’s Pinnacle Business Award Ceremony. As further evidence of his success, by 2007, ES&H, Inc. had grown from a one man show to a company which employed more than 50 people. 

Bill Garibay clearly understands the key elements of strategic thinking. He thinks about the future, identifies current market realities, thinks about ES&H, Inc.’s core competencies and uses them to yield returns. Over the years, clients have developed a sense of trust and dependence on Bill and ES&H, Inc. during their most critical moments. He has proudly served in management capacity on numerous national disaster response projects including The World Trade Center Debris Recovery in Staten Island, New York; Hurricanes Charley, Francis, Ivan, and Jeanne in Florida; Hurricanes Rita and Katrina in Louisiana; and flood cleanup that devastated Nashville in 2010. 

Bill is an active member of the Knoxville Chamber, Hispanic Chamber of Commerce of East Tennessee, as well as the Children’s Museum of Oak Ridge.  He is past graduate from Leadership Knoxville, FBI Citizen’s Academy, UT Chancellor’s Associates and past president of Entrepreneurs’ Organization of East Tennessee. In his free time, Bill is an avid fly fisherman, he enjoys spending time with his children, camping, and golfing

Mike Arms is a senior partner with Tennessee Strategies providing consulting services to a diverse client base statewide.

Prior to founding Tennessee Strategies, Arms served as Chief of Staff for the Knox County Mayor's Office from 2002-2010. In addition, he was the Vice President of Business Development for Science Applications International Corporation (SAIC), working twelve years in the Oak Ridge office. Before joining SAIC, Arms worked with the Tennessee Valley Authority (TVA) for fourteen years as Senior Industrial Engineer and Assistant to the General Manager.

He has served as the District Administrator for the Pellissippi District Boy Scouts of America and on the Board of Directors for the Arts Council of Greater Knoxville, Junior Achievement of East Tennessee, President's Associates at Pellissippi State Community College, American Museum of Science and Energy, the Tennessee Valley Corridor Summit, Technology 2020, and the East Tennessee Economic Council. He served four years on the National Association of County Officials Steering Committee for Economic and Community Development. He also served two years on a statewide jobs growth council for the Department of Economic and Community Development.

Arms serves as the executive director of the Association of Tennessee Valley Governments (ATVG). This non-profit organization represents 500 local governments from more than 200 counties in seven states in the Tennessee River Valley region.

Arms has received the Tennessee Technology Conference Service Award, the Technology 2020 Vision Award, and the African American Appalachian Arts Distinguished Founder Award. He was the founding chairman of the Regional Clean Air Coalition and is a lifetime member of the Optimist Club of America.

In other public service, Arms was elected to two terms on the Knox County Commission and served as Chairman of the Knox County Sheriff's Merit Board for four years.

Arms earned a bachelor's degree in industrial engineering and a master's degree in business administration from the University of Tennessee. He is a Certified Public Administrator, completing 160 hours of training with University of Tennessee’s Institute of Public Service. He completed Harvard University's Mediation Program of Study in 2003 and is a Leadership Knoxville graduate.  

LYSETTE AVILES, Scripps Networks

Lysette Aviles serves as the diversity and inclusion program manager in the Human Resources Department for Scripps Networks Interactive and its portfolio of lifestyle media brands – HGTV, DIY Network, Food Network, Cooking Channel, Travel Channel and Great American Country (GAC). She is responsible for managing programs and processes related to employee engagement, diversity and external affairs.

Prior to her current role, Lysette served as senior recruiter for Scripps. In this role, she was responsible for the company's full-cycle recruiting efforts including the development of sourcing strategies, search for qualified candidates and interviews with prospective candidates. Lysette has been instrumental in leading Scripps' Employee Health and Wellness Initiative as a member of its three-person Employee Wellness Committee.

Preceding her arrival to Scripps in 2004, Lysette managed special events in the international television distribution department for 20th Century Fox in Los Angeles, focusing on four high-profile entertainment industry conferences: NATPE, MIP, MIPCOM and the L.A. Screenings. Lysette's career spans over 20 years across recruiting, marketing, public relations and administration.

Tireless in her efforts to better her community, Lysette serves on the board of directors for the Family Justice Center, The Knoxville Public Safety Foundation, Hispanic Chamber of Commerce of East Tennessee, City of Knoxville Title VI and the city's mayor-appointed Police Advisory Review Committee. From 2006-08, she served as president of Hola Hora Latina and chairperson of the Hola Knoxville Hispanic Heritage Festival. Lysette is a 2007 graduate of the FBI Citizen's Academy and graduate of Knoxville's 2006 Leadership Plenty inaugural class.

Lysette is a graduate of Florida International University's School of Communications. She currently resides in Lenoir City, Tenn.

Michael K. Carroll is skilled, experienced and passionate about launching commercial enterprises and initiatives.

He currently serves as Director of Entrepreneur Development at Technology 20/20 - a venture development organization. Previously, Mr. Carroll launched the Knoxville Entrepreneur Center. He also manages a portfolio of small businesses and intellectual properties. Mr. Carroll is passionate about community leadership development and serves as Director for many not- for-profit boards and on many community volunteer committees.

He and his wife, Lisa, enjoy health and fitness activities including Yoga, hiking, bicycling, running and water sports. Mr. Carroll is certified to teach Stand-Up Paddle boarding and he provides fitness instruction and nutrition information for Operation Boot Camp.

Communications Manager Pilot Flying J

Anne LeZotte serves as communications manager for Pilot Flying J. Headquartered in Knovville, Tennessee, Pilot Flying J is the largest operator of travel centers and travel plazas in North America with more than 650 retail locations.

With more than a decade of experience as communications specialist, LeZotte guides strategy for all internal and external messaging and maneges day to day communications activities including planning, implementation and evaluation of public relations initiatives.  Serving more than 1.3 million customers daily and employing more than 24,000 team members, Pilot Flying J must effectively and consistently communicate to reach its stakeholders. LeZotte ensures every single day that this is done for the company.

Prior to joining Pilot Flying J, LeZotte served as marketing manager for Central Transport LLC, a privately owned full-services, asset-based logistics and transportation company based in Warrren, Michinga.  She previously served as an acccount executive at Identity Marketing and Public Relations in Bingham Farms, Michingan;  corporate communications specialies at Cambell-Ewald in Warren Michigan; public relations coordinator at ASTI Environmental in Brighton, Michingan; and account associate at Doner Advertising in Southfield, Michingan.

LeZotte servces on the boards of the Hispanic Chamber of Commerce of East Tennessee and Cerebral Palsy Center of Knoxville and the executive committee of Trucking Moves America Forward. She was named one of the Greater Knoxville Business Journal's "40 Under 40" for her professional and philantropic accomplishments. 

LeZotte earned her Bachelor of Sicence degree in communications from the University of Tennessee in 2002. She resides in Knoxville with her husband Jake.
