THE CITY OF KNOXVILLE

Zoning Inspector 8/04/2014 (Entry-Level and Promotional)

ENTRY-LEVEL SALARY: $29,844 annually

PAY GRADE RANGE: $29,844 -$44,709 annually (Pay Grade 5)

MINIMUM REQUIREMENTS

Unless stated otherwise, applicants must possess and/or meet the following minimum requirements prior to the application deadline.

• Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference.

• Graduation from a two-year college program or completion of two years (60 hours) of coursework toward a four- year degree from a CHEA accredited college or university OR three (3) years of experience in zoning, signs, or construction.

• Must obtain an ICC Certification as a Zoning Inspector within the 1 year probationary period.

• Ability to obtain an appropriate Tennessee driver's license.

• Ability to become a Municipal Enforcement Officer (unarmed) within the probationary period.
Preference may be given to applicants with experience with GIS software.

GENERAL DESCRIPTION

Under general supervision, responsible for the enforcement of the City zoning ordinances and all related regulations; inspects possible zoning violations; and responds to complaints and inquiries from citizens.

ESSENTIAL FUNCTIONS

Conducts field inspections to investigate complaints received from citizens, City Council, the Mayor and other individuals for possible code violations. Enforces rules, regulations, and code requirements regarding zoning. Issues stop orders and court citations for code violations. Advises others regarding violations and possible corrective measures including Board of Zoning Appeals procedures and meeting schedule. Assists the Law Department with research in preparation of court hearings. Conducts research to determine status of buildings. Keeps records and writes reports. Attends meetings with citizens, developers, and Board of Zoning Appeals. Travels throughout the City to be proactive in checking for possible code violations. Assists sign inspector in his absence to review plans and blueprints for code compliance and issue permits for same. Conducts field inspections for sign inspector in his absence to ensure that footings and sign installations are in accordance with approved plans. Provides information to public, architects, engineers, and business owners relating to City of Knoxville sign regulations. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of zoning codes, laws and ordinances. Knowledge of materials, methods, and practices used in construction and installation of signs. Ability to enforce codes, ordinances, rules, etc. Ability to establish and maintain effective working relationships with others. Ability to communicate both orally and in writing. Ability to operate a computer to record/retrieve information. Ability to read and interpret construction plans and specifications.

PHYSICAL REQUIREMENTS

This position consists of primarily medium work, requiring the incumbent to exert up to 50 pounds of force occasionally, and/or 20 pounds (or less) of force frequently, in order to lift/carry, push/pull, or otherwise move objects. MENTAL REQUIREMENTS

This position uses logic and/or scientific thinking to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple programs or projects.
