DEPUTY DIRECTOR OF PLANS REVIEW & INSPECTIONS The City of Knoxville continues to experience a resurgence of development activity. The City’s Plans Review & Inspection Division is involved in many dynamic projects designed to meet the growing needs of the community and enhance the quality of life of its residents. The position of Deputy Director of Plans Review & Inspections presents an excellent opportunity for an experienced building professional eager to guide the department’s staff through this exciting time of growth and development in the City of Knoxville. 
  OUR MISSION The mission of the Plans Review & Inspections Department is to contribute to Knoxville’s economic development, and protect the lives and safety of our citizens and visitors, by providing timely and professional plans review and inspection services to ensure projects and buildings are developed and constructed in compliance with all applicable municipal and state codes and standards.  We are able to achieve our goals through highly qualified team members and effective, time-saving procedures.  
DESCRIPTION The Deputy Director ensures quality-focused service and inspections by the department staff; administers and enforces the City’s building and zoning codes and related ordinances; manages and optimizes available resources; and cultivates cooperative working relationships with City departments, related government bodies, and the community.  

PRIMARY RESPONSIBILITIES Under the guidance of the Director of Plans Review & Inspections, the primary responsibilities for this position are: • Coordinates and supervises the daily operations of the Plans Review & Inspections Division; • Manages and supports plans review and inspection functions related to the enforcement of municipal building and zoning codes and standards; • Administers, interprets, and enforces the provisions of building and zoning codes, municipal ordinances, and special requirements as they relate to building matters with an emphasis on Form Code and Overlay Zoning; • Assists in the development of and implements departmental objectives, policies, and priorities; • Prepares budget recommendations, monitors and ensures expenditures remain within budget; • Prepares, reviews and distributes reports and updates management;  • Monitors status of plans submitted, processing time-frames, review by staff, and completion dates; • Participates in the preparation and delivery of reports and presentations to City Council and various Boards; • Performs field inspections to resolve plans review issues. • Communicates development regulations to both internal and external customers and stakeholders; • Responsible for quality of work through training, mentoring and team building; and • Performs other related duties as required.

REQUIRED QUALIFICATIONS The qualified candidates for this position will demonstrate the following abilities, skills and knowledge: • Ability to apply leadership and management skills as appropriate to ensure efficient and orderly operations of the Plans Review and Inspections Division; • Understanding  of  operational  and  fiscal  policy  matters  affecting  the  Plans Review and Inspections  Division, including relationships to other development-related departments and overall City functions; • Knowledge of city and state building regulations;  • Knowledge of zoning and subdivision regulations; • Knowledge of commercial and residential building construction, electrical, mechanical, and plumbing systems and related equipment, components, materials, instruments, and systems including their design, installation, testing, uses, repair or maintenance; • Knowledge of architectural and engineering principles of building construction; • Ability to inspect and evaluate building construction for conformity to minimum fire, safety, plumbing, gas and electrical specifications; • Ability to read and interpret applicable building plans and specifications for compliance with adopted City codes, ordinances, and state statutes. • Demonstrates the interpersonal and communication skills needed to foster effective working relationships with City staff, property owners and the development community.

REQUIRED EDUCATION, EXPERIENCE AND CERTIFICATIONS • Graduation from an accredited four-year college or university with a major in engineering, architecture, business administration, planning or a related field. • Progressively responsible experience in the field of building construction, with supervisory and management experience. • Certification as a Building Inspector by the State of Tennessee, or the ability to achieve certification within 6 months from date of hire. • Balance of required Tennessee Certifications should be obtained in a reasonable period of time as agreed upon with Director of Plans Review & Inspections.  
SALARY RANGE $65,000-85,000 annually
