Specific Job Responsibilities:
The Maintenance Operations Manager is responsible for the maintenance of the Steam Plant and Utilities Systems
Distribution. The Maintenance Operations Manager is responsible for 2 supervisor and approximately 20 bargaining unit
employees. The Maintenance Operations Manager is responsible for tracking all metrics for which the Section is directly
responsible or has impact upon and take corrective action when and where warranted. The Maintenance Operations
Manager is responsible for the Safe Production, quality, and cost / efficiency (labor and material) of the Section.
Major Duties and Responsibilities:
The Maintenance Operations Manager directs the maintenance performed on utility systems by the Section and support
craft. This includes corrective maintenance, preventive maintenance, and field calibration of components, systems, and
structures. The Maintenance Operations Manager performs field surveillances , monitors the execution of work in progress,
monitors work control and safety practices, and enforces procedural compliance. The Maintenance Operations Manager is
responsible for Utility System maintenance actions and their impact on Utilities Systems availability and the Y-12 mission.
The Maintenance Operations Manager participates in developing budgets and monitors the Section#s impact on the same.
Ensures employee training and qualifications are maintained. Addresses personnel matters associated with the assigned
work groups including requirements of the bargaining unit contract. Conducts hiring interviews and makes hiring
recommendations, evaluates employee performance, provides coaching, counseling, rewards, and discipline as warranted.
Trains and develops supervisors. Responds to grievances and / or employee complaints. Promotes a positive and disciplined
work environment. Administers and exemplifies Integrated Safety Management System and Integrated Safeguards and
Security Management principles, Conduct of Operations, and other plant key initiatives. This position serves as a member of
the Utilities Operations Safety Board and may represent Utilities at various meetings for plant planning, special projects, and
investigations. The responsibilities of this position requires availability 24 hours per day, unless a designee has been
assigned, an may entail off-shift responses to maintenance needs.
Initiate Action based on Maintenance Operations Performance Metrics.
Act for the Director, Utilities Management during absence of the incumbent.
Lead Work Team Investigations and / or Critiques.
Prepare and execute weekly work schedules for the Maintenance Operations maintenance crews
Review work packages for workability and technical content
Ensure documentation, tools, equipment, support craft are available for jobs designated as ready to work.
Education & Relevant Experience:
Requires knowledge of and experience in field/activities/operations being supervised to provide comprehensive direction to
staff and work group. Must be knowledgeable of Y-12 business and operations support, resources, practices, processes, and
policies needed to solve problems and accomplish work.
Interprets and implements policy for employees and, in some instances, subordinate supervisors in work group. May require
experience equivalent to the journey level supervisor plus two or more years of progressive supervisory experience.
Additionally, may require knowledge of the company/bargaining unit contract. With exempt professional employees, requires
experience equivalent to the journey level supervised and professional training or experience in field or discipline. In
professional areas, may continue to perform work in area of specialization.
Specific Job Knowledge & Training Required:
The Maintenance Operations Manager position requires a Bachelor's degree in an engineering discipline or at least 8 years
of an equivalent combination of education, training, and/or work experience is required. Management or front line supervisory
experience is desired. Must understand hazard control as a method to achieving Safe Production. Knowledge of the Y-12
maintenance management system and procedures desired. Must have computer skills in Work, Excel, and Outlook. Must be
able to interact and communicate with stakeholders, regulators, management, and labor.
This position requires a Q clearance; however, all qualified candidates will be considered regardless of their current
clearance status. This position may require entry into materials access areas and participation in the Human Reliability
Program. If HRP is required, the selection of an individual for this position is conditioned upon his or her successful
completion of a counterintelligence-scope polygraph, pursuant to 10 CFR 709.
