Specific Job Responsibilities:
Provides electrical engineering skills to support the Y-12 Power Distribution and Utilities Systems operations and
maintenance activities.
Prepares change request forms in accordance with Y-12's Integrated Safety and Change Control Process.
Prepares Equivalency Evaluation Worksheets in accordance with Y-12's Equivalency Evaluation Process and
Nonconformance Reports (NCR) in accordance with Y-12's Control of Nonconforming Items (and Services).
Prepares subcontract documents needed to secure vendor services required to support Utilities Management activities.
Develop, instruct, and/or support training activities for new-hire Utilities Management employees; when new equipment or
systems are installed or modified, as needed; or when technical training is needed or requested by Utilities Management
employees.
Supports Utilities Management System (UMS) Engineer and support contractor, when requested.
Supports Utilities Management during preparation and execution of requests for GPE, GPP, and Line Item funded equipment
and projects.
Provides troubleshooting support and technical guidance to Utilities Management Shift Operations, Maintenance, and
construction personnel regarding the power system.
Directs hourly electrical personnel working on new and special projects.
Will Qualify to instruct the Power Distribution System One Line Class.
Investigate all power distribution system failures and relay operations to determine the adequacy of applied protection and to
evaluate the protection device functions versus the design intent.
Defines and implements action plans to address DOE and NNSA concerns.
Prioritize project schedule to meet plant and customer requirements.
Utilize problem solving skills to address scheduling, budgetary, and technical issues.
Provides technical guidance for modifications to relay and power distribution equipment that will assure maximum reliability,
coordination, and protection.
Provides engineering expertise to evaluate architectural-engineering designs and specifications for equipment, control
circuitry, and relay schemes on all projects associated with the Y-12 power system.
Specify high voltage equipment and system tests. Review test results to assure original design parameters are preserved.
Defines the scope for the preventative, corrective, predictive electrical maintenance work that is performed on the Y-12
power distribution system, chiller buildings, and the power distribution equipment in the New Steam Plant.
Provides technical guidance to high-voltage electricians, linemen, construction personnel, and other Y-12 employees as
requested.
Review job packages and ensures work is performed in a safe manner and according to procedures.
Adheres to Y14-001 Conduct of Operations Procedure.
Acts as a member of the Y-12 Power Operations, Operational Service Board (OSB).
Acts as a System Engineer for the Y-12 161 kV system, 13.8 kV system, and utilities (4160 V, 2300 V, and 480 Volt)
systems.
In charge of configuration changes as the System Engineer.
Defines project scope, develops project cost estimate, and ensures project is completed within the define scope and time
frame.
Qualifies and serves as a Switching Supervisor.
Qualifies as Power Operations Shift Manager and serves as fill in when needed and works shifts as needed. Ensures, along
with the Power Operations Shift Manager, the Power Distribution System is maintained in proper alignment and is properly
statused.
Qualifies to develop Switching Orders.
Qualifies as Technical Resources for Power Distribution Work Permit isolation
Develops Power Distribution Work Permit Post Work Test Quantitative test requirements.
Develops or validates Power Distribution Preventive Maintenance quantitative test requirements.
Reviews and approves all Power Distribution preventive and corrective maintenance Post Work Tests.
Initiate IEIs when required, review IEIs generated by Power Operations Supervisors for technical content.
Qualify as a Derivative Classifier for Power Operations.
Qualify to fill in as Power Operations Coordinator during the incumbents absence.
Initiate or review Power Operations Outage requests.
Make presentations to the Y-12 Site OSB with respect to the Power Distribution System.
Acts as a Shift Technical Advisor (STR).
Specific Job Knowledge & Training Required:
A BS Degree in electrical engineering is required, preferably with a concentration in power or high voltage, or related
technical field with 10 years or more relevant experience preferred. Requires an understanding of power distribution
systems and equipment at all voltages, i.e., 120 volts to 161,000 volts. Requires an understanding of control systems as
related to power distribution systems.
Requires an understanding of how Direct Digital Control (DDC) systems and Programmable Logic Controllers (PLCs) are
utilized on utility systems. Requires a good understanding of Conduct of Operations, Integrated Safety Management (ISM),
Integrated Safeguards and Security Management (ISSM), and configuration control.
Requires good written and verbal communication skills and willingness to work in the field. Requires working experience with
Microsoft Office products. Requires working knowledge of the CAD drawing system is desired.
The ability to obtain and maintain a Department of Energy clearance is required. Position may require entry into Materials
Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete
a counterintelligence-scope polygraph, pursuant to 10 CFR 709.
The job level will be determined based upon relevant education and experience of selected candidate.
Internal applicants currently in the same ladder, if selected will maintain their current level and pay.
