Specific Job Responsibilities:
This position has responsibility to provide leadership to the Utilities Department in support of meeting Y-12 Plant missions safely, compliantly and securely.
The Utilities Organization consists of four sections:   1) Utilities Operations,   2) Utilities Engineering,   3) Utilities Maintenance,   4) Power Distribution and Operations.
The position of Sr. Manager has four direct reports.  The Utilities Organization has approximately 46 exempt and 110 non-exempt employees. The Sr. Manager is responsible in communicating with CNS, Y-12, and Atomic Trades & Labor Council (ATLC). This position requires strong communications, both written and oral, for success.  This position reports directly to the Director of Y-12 Infrastructure. This position conducts direct communication with the assigned Nuclear Production Office (NPO) representative. This position is the point of contact for Utilities Systems status.
Utilities consist of 15 separate systems, essential to Y-12 performing its mission. Six of these systems are designated as interrelated processes in accordance with the Conduct of Operations Manual.
The day to day operation and maintenance of all Utility Systems Achieving Utilities Availability of at least 99% in day to day operation and maintenance of all utility systems.
Execute the Utility Migration Plan to improve the material condition of Utility Systems. This work will be performed for the most part within the Operations and Maintenance budget. Update the Utility Migration Plan when warranted.
Manage Utilities operations to continue the trend of decreasing the cost of commodities to Y-12. Report data via the Full Time Utility Hour (FTUH).
Execute work in support of the Prime Contractor to achieve the goals of the Energy Savings Performance Contracts (ESPC) and track and report Y-12 performance to the guaranteed savings.
Submit detailed reports documenting material conditions found and corrected to the Y-12 Infrastructure Director and the CNS Senior Director, Infrastructure and Projects Management from planned outages. These reports shall have before and after photographs as well as verbal description and statistical data.
Responsible for the training and management of bargaining unit work force. This includes a rigorous watch station qualification program and job skills training. This must be done within the existing budget by using the resources available.
Ability to assess Utilities' performance with regard to safety, quality, schedule, and cost. At least once per quarter conduct a 100% review of all open work orders.
Develop and execute an annual budget with funding allocated to cost account based on historical performance. Working with the Program Office in the development of the rolling three to five year budget forecasts.
Manage the continuous review of maintenance requirements and evaluate data to make corrections to maintenance periodicity/frequency.
Find and implement current technology in tools and equipment to improve efficiency.
Deliver the tools and equipment that the workforce needs to safely and cost effectively perform their work with measured quality.
Position will be responsible for hiring both exempt and non-exempt employees. When necessary revise position descriptions to meet current needs.
Recognize the technology changes in systems control and ensure this technology is incorporated into position descriptions and hiring interviews.
Maintain proficiency to all compliance requirements including environmental permits and requirements.
Pursue alternative capitalization opportunities through non-traditional funding means; i.e. Energy Savings Performance Contract, Utility Savings Performance Contract, and funding through achieved savings.
Experience in maintenance and the development of work control documentation in support of review and approval of work packages for technical content and inherent quality through meeting specifications and post work testing.
Communicate feedback to the Utilities organization regarding their performance and provide encouragement as well as correction. Chair Work Team Investigations (WTI) if necessary regarding Utilities organization issues.
Qualify to serve as a Chairman for a Senior Review Board reviewing work isolation proposals and work package content. This encompasses plant wide maintenance not just Utilities.
Provide information and attendees to plant committees such as the Plant Health Committee.
Work closely with the Plant Energy Management manager.
Develop and implement Records of Decision on Conduct of Operations and Y-12 plant requirements.
Manage natural gas, fuel oil, and electricity through weather driven curtailment periods and weather driven requests for voluntary reductions and contract driven mandatory reductions.
Qualify to serve as a member of the Y-12 Site Operations Safety Board. Fulfill and document performance related to Infrastructure Goals. Provide photos and reports in support of performance evaluations submitted to NPO.
Specific Job Knowledge & Training Required:
A B.S. degree in an engineering discipline with 10 years of combined relevant supervisory/management experience with at least 3 years in management/leadership role.
Requires 10 years of experience in multiple complex systems operations and/or maintenance with specific working knowledge of high voltage power distribution systems.
Three years experience developing, managing, and executing 8-figure budgets is required.
A working knowledge in developing and/or understanding Earned Value Management Systems (EVMS) and /or Return on Investment calculations is required.
Requires demonstrated  - Experience in making data driven decisions  - Performance in team building  - Communication skills (both oral and written).
Prior nuclear experience is desired.  The ability to obtain and maintain a Department of Engery "Q" Clearance is required.
