Specific Job Responsibilities:

Manage Internal & External Communications for the CNS enterprise, including communications strategy, issues

management, stakeholder and community relations, and performance metrics. Serve as Deputy to Vice President of

Communications and Public Affairs, with documented delegation of authority. Act as Pantex Plant site communications lead,

interacting directly with Pantex Operations Manager. Supervise employees assigned to Internal & External Communications.

Manage, conduct, and oversee the following activities:

Issue Management

--Works closely with management to identify, analyze, and prioritize issues, and to mobilize and coordinate resources to plan

for, influence, and respond to their development.

--Advises senior management on media issues and employee communication activities and assists in the preparation of

management presentations.

--Establishes and maintains a close liaison with appropriate government, political, media, civic, and industry leaders, as well

as other interested parties, in the communities of CNS business.

Media Relations

--Manages the organization's media relations program ensuring consistency and compliance with CNS enterprise and

site-level messages and protocols.

--Researches and writes press releases, articles, and briefings on CNS projects, personnel, technical innovations, and other

CNS activities.

--Manages the preparation, clearing, and releasing of information, articles, photographs, and video to newspapers,

magazines, and television.

--Act as CNS spokesperson.

Communications

--Develops ideas for internal and external publications, approves stories and graphics approach, and manages the activities

of the writing staff responsible for CNS public and community affairs. Edits copy for accuracy, grammar, and style.

--Establishes and implements short and long range objectives for CNS publications and develops processes to ensure goals

are met.

--Develops and delivers internal communications activities, including planning, face-to-face engagement, electronic news,

intranet management, and change management, to align the goals and objectives of employees with those of their

respective business units, service organizations, offices and projects.

Corporate Citizenship

--Manages the organization's events planning and management activities.

--Coordinates the contributions and membership program and develops budgets with management representatives.

--Develops enterprise strategy for site-based community relations councils, and leads CRC effort at Pantex.

Performance Metrics

--Collect and analyze data for demonstrating internal and external communications performance at the enterprise and site

levels, and develop strategies and tactics to elevate performance to desired levels.

Emergency Public Information

--Ensures viability and readiness of emergency public information staff.

--Develops and implements strategies to improve emergency public information efforts across the CNS enterprise.

Protocol

--Manages the organizations tours and site visits programs.

--Ensures compliance with all applicable site protocols for visits, including coordination with Security, Program Integration,

and senior CNS management as necessary.

--Coordinates development of collateral materials and presentations for visitors.

General

--Works with assigned staff to develop, implement, and maintain policies, procedures, and processes that ensure the

enterprise and site communication needs are met in a consistent, efficient, and flexible manner. Conforms to CNS personnel

policies, management instructions and other relevant company policies and procedures.

--Supports the implementation of company initiatives and the utilization of company communication technology tools.

--Manages assigned staff, evaluates personnel performance, and recommends, for management approval, personnel actions

such as hires, compensation and transfers.

--Manages the assigned organization's operating budget, as required.

Education & Relevant Experience:

Requires broad and thorough technical/functional and management knowledge to resolve multi-discipline, multi-function, or

process problems in a component of a functional area.

Requires several years of progressive supervisory experience up to and including experience with coordinating various

departments in a functional area with competing priorities.

Has in-depth knowledge of Y-12 business and operations support, resources, practices, processes, and policies needed to

solve problems and accomplish work.

Implements company policies and makes recommendations on development of new policies.

Specific Job Knowledge & Training Required:

EDUCATION:

Bachelor's degree in Mass Communications, Journalism, Political Science, Business, plus 10 years experience; Bachelor's

degree in other field acceptable depending on relevant communications and public relations experience.

DESIRED SKILLS:

--Prior relevant work experience in external affairs, media relations, public affairs, communications, and/or community affairs

with a track record in managing issues.

--Demonstrated performance in identifying, managing, and mitigating project issues.

--Extensive knowledge in journalistic writing techniques and skill in editing articles and stories.

--Skilled in oral and written communications.

--Proficient in the use of Microsoft Office suite of products.

--Broad knowledge of current political, civic, business and economic trends.

--Experience in developing and administering external affairs programs and/or employee communication activities.

--Experience with managing budgets and leading and motivating a team.

--Ability to develop solutions to problems where guidelines are not well defined.
