Plumbing, Mechanical, & Gas Inspector Chief - (Entry-Level and Promotional)

ENTRY-LEVEL SALARY: $46,293 annually  - PAY GRADE RANGE: $46,293 -$72,270 annually (Pay Grade 9)

The City of Knoxville requires as a condition of employment that all newly employed individuals, former employees that have been re-hired, or employees promoted to a new classification will receive their paychecks by way of automatic direct deposit.

JOB DESCRIPTION:

Under general direction, responsible for inspecting and supervising the inspection of plumbing work, gas, and mechanical installation work for compliance with regulatory codes.

MINIMUM REQUIREMENTS

Unless stated otherwise, applicants must possess and/or meet the following minimum requirements prior to the application deadline.

• Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference.

• Graduation from a standard high school or equivalent.

• Ten (10) years of plumbing, gas, mechanical experience as field inspector, contractor or trade.

• Ability to obtain an appropriate Tennessee driver's license.

• Ability to complete certification as an ICC Plumbing, Gas, and Mechanical Plans Examiner and pass the ICC Legal and Management Exam within one year.

• Ability to obtain The State Certification as Plumbing and Mechanical Inspector within the probationary period.

• Ability to become a Municipal Enforcement Officer (unarmed) within the probationary period.

EXAMINATION

The selection procedure for this position will consist of a Training and Experience Questionnaire 100% of score.

Note: Background checks will be conducted.

GENERAL DESCRIPTION

Under general direction, responsible for inspecting and supervising the inspection of plumbing work, gas, and mechanical installation work for compliance with regulatory codes.

ESSENTIAL FUNCTIONS

Supervises and participates in the inspection of plumbing work and of gas and mechanical installation work throughout the City; provides advice and assistance as needed on difficult and unusual cases.

Plans, directs, and reviews the work of plumbing inspectors, gas/mechanical inspectors, and office personnel.

Responsible for interpreting and ensuring the enforcement of all applicable City ordinances, rules and regulations.

Answers complaint calls and questions regarding code requirements.

Keeps records and prepares special and operational reports.

Recommends new and revised regulations to achieve uniformity of code application.

Examines and approves plans, specifications, and materials for the installation and major modification of plumbing systems, gas line, and mechanical systems.

Performs related work as required.

Knowledge of the materials, methods, and practices involved in the installation of plumbing systems, gas systems, and mechanical systems.

Knowledge of the laws, rules, regulations, codes, and standards relating to plumbing systems, gas lines, and mechanical systems.

Knowledge of the principles and practices of supervision.

Ability to read and interpret plumbing system, gas system, and mechanical system plans and specifications.

Ability to detect and locate defective plumbing systems, gas systems, and mechanical systems.

Ability to discuss, explain, and interpret code requirements and make definite rulings based on interpretations of such codes.

Ability to assign and supervise work in a logical and coordinated manner.

Ability to perform especially difficult inspections involving unusual problems.

Ability to establish and maintain effective working relationships with the public and other employees.

Ability to communicate clearly and concisely both orally and in writing.

PHYSICAL REQUIREMENTS

This position consists of primarily medium work, requiring the incumbent to exert up to 50 pounds of force occasionally, and/or 20 pounds (or less) of force frequently, in order to lift/carry, push/pull, or otherwise move objects. A description of the specific physical requirements associated with this position is maintained on file in the Civil Service office for review upon request.

MENTAL REQUIREMENTS

This position uses logic and/or scientific thinking to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple programs or projects.
