Specific Job Responsibilities:
Prepares, manages and/or administers contracts and subcontracts. Reviews and approves all contractual documents to
ensure adherence to company policy, satisfaction of customer specifications, and protection the company's contractual
posture. Advises management of contractual rights and obligations and provides interpretation of terms and conditions.
Assists in the development of subcontract specifications, work statements, and terms and conditions for the procurement of
standard and specialized construction requirements, materials, equipment, and/or services. Prepares bid packages,
conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or
recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions,
deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract
policies and procedures.
Specific Job Knowledge & Training Required:
Typically requires Bachelor's degree in business, engineering or related field plus 5 or more years of relevant professional
experience. Acceptable candidates shall have 5-10 years experience in the formation, administration and close out of
complex subcontracts for construction and services in a government or pseudo-government environment, and experience
with cost reimburseable subcontracts. High level of communication and negotiation skills are required, and understanding of
technical terminology relative to both contracts and construction execution is necessary. Broad knowledge of government
procurement regulations and the application thereof across various contractual pricing types.
The ability to obtain and maintain a Department of Energy clearance is required. Position may require entry into Materials
Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete
a counterintelligence-scope polygraph, pursuant to 10 CFR 709.
The job level will be determined based upon the education/experience of the selected candidate.
Internal applicants currently in the same ladder, if selected will maintain their current leval and pay.
