Responsibilities

This position is responsible for providing the technical expertise to understand the approved safety basis for operations of the

facility and to evaluate the impact of proposed changes/modifications in the facility on the safe operation of the facility. As

such, the STA is a primary support team member for the Operations Manager and Shift Manager to ensure daily operations

are safe, effective, efficient, and performed in accordance with approved procedures. The STA has direct responsibility for

the safe operation of the facility and provides interface with numerous support organizations such as Fire Protection

Engineering, Fire Department Operations, PSS office, Health, Safety, and Environmental, Nuclear Criticality Safety, etc.

This requires a broad overview of Y-12 Plant Operations and requires extensive networking with support personnel. In

performing this role, the STA is often required to perform troubleshooting and improvement activities; coordinate engineering,

maintenance, operations, and other divisional support personnel to complete projects/tasks; and independently plan,

schedule, conduct, and manage engineering assignments in support of Production Facilities Department facility management

responsibilities.

Depending on experience and proven leadership ability, this position may also be trained to perform the duties and

responsibilities of the Operations Manager for all or a portion of the facility. Depending on operational need, this position is

also trained and qualified to perform the duties and responsibilities of the Shift Manager position. Because of the broad

responsibilities of this position, the STA is often in an up-front role of championing, reviewing, and approving facility and

equipment upgrades and improvement plans as the innovation leader for the facility. The STA is often asked to conduct

briefings with customers and with other internal and external personnel, including audit and assessment team members.

The STA prepares and provides technical presentations and reports concerning operations to plant management, the

National Nuclear Security Administration, and other oversight organizations. When modifications or changes are proposed

to facility operations, the STA evaluates the proposals against the approved Documented Safety Analysis via the

Unreviewed Safety Question Determination process. This may also require the STA to perform technical assessments of

operations in regard to DSA requirements and operation of the facility.

This position can be assigned to any production facility which will be determined after completion of onsite interviews.

Requirements

Requires a Bachelor's degree in Engineering, relevant Physical Science, or relevant Computer Science field is required. A

minimum of two years experience in assignments requiring engineering type decision-making and analysis is required. A

minimum of two years experience in a production, operations, or manufacturing environment is preferred. STA assignments

involve implementation of strict standards of conduct and regulation, therefore, experience with nuclear facilities' Conduct of

Operations or industry experience for a highly regulated environment, such as OSHA or DOT standards applications, is

preferred. Requires demonstrated ability to handle complex assignments through work experience that indicates self

motivation and decision making capabilities. Requires demonstrated experience in technical project leadership roles that

demonstrates excellent written and oral communication skills, ability to organize people to accomplish stated objectives, and

the ability to work effectively with personnel with diverse experience and backgrounds.

This position requires completion of a defined training qualification program. The position is eligible for annual qualification

bonus upon successful completion of the qualification process when the assignment is made to an operating nuclear facility.

A Q clearance is required. Position may require entry into materials access areas (MAA) and participation in the Human

Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to

10CFR 709. Medical requirements may apply.

The job level will be determined based upon relevant education and experience of the selected candidate. Internal applicants

currently in the same ladder, if selected, will maintain their current level and pay.
