ENTRY-LEVEL SALARY: $24,511.00 annually

PAY GRADE RANGE: $24,511 - $35,946 annually (Pay Grade 3)

Unless stated otherwise, applicants must possess and/or meet the following minimum requirements prior to the application deadline. • Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference. • High School Diploma or GED equivalent • Must possess a valid Tennessee Driver's License


The selection procedure for this position will consist of a written test (100%) which covers the following subject areas: Clerical Operations; Reading Comprehension; Mathematical Applications; and Receiving, Storing, and Issuing Stock.

Under general supervision, primarily responsible for the disposition of City of Knoxville surplus inventory through the City's approved disposal procedures; receives, stores, and issues materials, equipment, and other surplus items from storage. Maintains records and compiles inventory reports.


Receives and counts stock items, and records data manually or using computer.
Marks surplus items using identification tags, stamps, electric marking tools, or other labeling equipment.
Tracks surplus inventory via computer software.
Maintains detailed records relative to receipt, distribution, and disposal of surplus inventory; accounts for the deposit of any monies accruing from item sales.
Verifies inventory computations by comparing them to physical counts of surplus stock and investigates discrepancies or adjusts errors. Recommends disposal of defective or obsolete surplus. Develops and maintains internal procedures for receiving, storing, and issuing surplus items.
Stores items in an orderly and accessible manner in warehouse.
Coordinates distribution of surplus inventory from warehouse to external City locations.
Provides exemplary customer service.
Receives all online sales payments (both in person and by mail) and deposits payments as required by City procedure. Notifies the Fixed Assets Manager of the disposing of fixed assets and the amount of any monies accruing from their sales. Performs related duties as assigned.


Monitors warehouse for cleanliness and arranges for cleaning as required.
Ensures the security of the warehouse and contents.
Performs other duties as assigned.


Knowledge of spreadsheet applications (i.e., Excel); ability to learn computer inventory control software.
Ability to operate forklift, pallet jack, and/or wheel dollies to move oversized and palletized inventory.
Ability to maintain effective and professional working relationships and to relate effectively to customers, peers, supervisors, personnel in other divisions, representatives from other agencies, etc.
Ability to be organized and extremely detail oriented.
Ability to type and enter data accurately.
Must be able to work in non-climatized environments (inside and outside) for long periods of time.
Ability to perform basic mathematical computations.
Skill in verbal and written communication.


This position consists of primarily heavy work, requiring the incumbent to exert up to 100 pounds of force occasionally, and/or 50 pounds (or less) of force frequently, in order to lift/carry, push/pull, or otherwise move objects. This position uses logic and/or scientific thinking to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple programs or projects. High school diploma or GED equivalent. Valid Tennessee Driver's License. PREFERRED QUALIFICATIONS The hiring authority may give preference to applicants possessing some familiarity with the Public Service Department's functioning.
