Stormwater Engineer 1

GENERAL DESCRIPTION Under general supervision, performs a variety of municipal design, construction, civil, and environmental engineering duties, as well as some employee supervision, at a professional working level.

ESSENTIAL FUNCTIONS Performs basic design responsibilities involving the preparation and/or review of design plans, specifications, contract documents, and cost estimates for municipal construction and maintenance projects such as roadway, drainage, water quality, or minor structural design to ensure compliance with regulations. Administers less complex construction and maintenance projects by performing on-site inspections, specification interpretations and field adjustments, and overall project coordination with contractors, utilities, and departments to ensure compliance with approved plans. Administers the construction bond surety program. Provides coordination of technical staff in the completion and/or review of plans and specifications, collection of field survey data, and field inspections. Reviews, responds to, and resolves citizen inquiries or complaints with regard to projects or municipal public works problems. Performs difficult engineering computations related to determining quantities, horizontal and vertical roadway lay-outs, grading, open channel hydraulics, routing of stormwater, and hydrology. Supervises drafters, technicians, and/or survey crews. Provides training to other employees, the community, contractors, and engineers. Performs related work as required.me employee supervision, at a professional working level.

KNOWLEDGE, SKILLS AND ABILITIES Knowledge of the basic theories, principles, and practices of civil and environmental engineering. Knowledge of current practices in the design and construction of drainage and water quality facilities, streets, roads, bridges, pipelines, and other municipal public works. Knowledge of the use of tools and equipment used in engineering work. Knowledge of drafting and surveying work. Knowledge of the laws and regulations pertaining to public works civil and environmental engineering design/construction. Ability to analyze engineering problems and recommend solutions. Ability to plan, assign, and review the work of others. Ability to establish and maintain effective working relationships with the public, other employees, industry representatives, and regulators. Ability to read and interpret construction plans and specifications. Ability to secure adherence to construction plans and specifications. Ability to make and check relatively difficult engineering computations. Ability to express ideas clearly, concisely, and convincingly. Ability to prepare concise and effective records, reports, and correspondence.

MENTAL REQUIREMENTS This position uses logic and/or scientific thinking to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple programs or projects. A description of the specific mental requirements associated with this position is maintained on file in the Civil Service office for review upon request. 
MINIMUM REQUIREMENTS A bachelor's degree in Civil Engineering or equivalent from a college or university accredited by the Accrediting Board for Engineering and Technology (ABET). Must possess or be able to obtain a valid Tennessee State Driver's License. 
PREFERRED QUALIFICATIONS Preference may be given to individuals who possess an Engineer-in-Training Certificate or Engineer Intern Certificate issued by the Tennessee State Board of Architecture and Engineering Examiners.
