Occupational Category Description:
Provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent construction projects. Plans cost and schedule (work breakdown structure) metrics and tools; collects performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work); tracks data (daily cost compilation and monitoring); analyzes (earned value, productivity, and risk analyzes), and generates reports. Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the customer and project management. Integrates cost and schedule data and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals. Additional services may include change control management, configuration management, and critical path method network analysis.

Specific Job Responsibilities:
Provides comments and recommendations for cost engineering requirements relative to staffing and project control. Prepares detailed staffing plans for cost engineering activities. Identifies and supports cost trend program and reports schedule impacts to management. Interfaces with management and client counterparts for specific cost presentations. Participates in developing and presenting training classes on designated subjects and on-the- job training for specific processes and practices. Performs personnel performance reviews when delegated. Supervises the timely preparation of cost forecasts. Prepares and analyzes comparisons of scope, quantities, and cost data. Performs productivity analysis of scope and verifies results. Oversees preparation of all costing reports, monthly project report, monthly performance report, historical cost reports, etc. Participates in discussions with vendors as appropriate. Plans, organizes, and supervises project cost budgets. Defines project needs for cost control in accordance with client contractual requirements, objectives, and procedures. Supervises the timely performance of cost control activities. Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate. Prepares cost trend estimates in support of project cost trend programs. Supports development of Project Controls standards and procedures. Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency. Supervises investigating requirements for cost control data for specific discipline or other specialty applications. Supervises performance of cost analysis activities within the project. Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.

Education & Relevant Experience:
Requires a basic understanding of operations' principles and concepts normally acquired through an applicable Bachelor's degree or 9-12 years of progressive, relevant education and experience.

Specific Job Knowledge & Training Required:
Bachelor's degree plus 8 or more years experience in cost forcasting, analysis and reporting required. Demonstrated ability to supervise.
Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis, in the field and the home office. Statistical knowledge in the areas of sampling distributions, probability, and hypothesis testing. Knowledge in supervision, personnel administration, and training of technical and non-technical personnel. Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes planning and scheduling products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices. Skilled in oral and written communication. Proficiency in using PC operating systems and several basic software applications such as Excel, Word and PowerPoint. Knowledge of multiple discipline specific applications (ePCWorks, Cobra, Prism, etc.) is preferred. Knowledge in use of Six Sigma processes and tools.
Requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status.
