Provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent construction projects. Plans cost and schedule (work breakdown structure) metrics and tools; collects performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work); tracks data (daily cost compilation and monitoring); analyzes (earned value, productivity, and risk analyzes), and generates reports. Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the customer and project management. Integrates cost and schedule data and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals. Additional services may include change control management, configuration management, and critical path method network analysis.


Specific Job Responsibilities:
Provides comments and recommendations for planning and scheduling requirements relative to staffing and project control. Interfaces with designated management and client counterparts for specific planning and scheduling tasks. Collects, verifies, and integrates work scope for various engineering disciplines into the total facility and project plan. Reviews the representation of project scope in schedules. Prepares and analyzes comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of engineering operations and verifies results. Plans the effort to establish milestones for the total project or major portions of the project. Reviews project work activities to ensure the support of project milestones. Coordinates the timely, systematic, and complete acquisition of scope definition and related data. Provides development and integration of individual schedules into the total project plan. Reviews the performing organization#s and unit#s work logics, and determines whether the schedules adequately support the overall project schedule. Plans, coordinates, and establishes the level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty, and designates reference job(s) for source data and/or reconciliations of quantities. Supervises/directs the calculation of durations and other considerations affecting activity
durations. May participate in discussions with vendors and/or subcontractors. Plans, organizes, and supervises schedule resource loading and leveling. Coordinates development of bulk commodity release curves. Integrates appropriate staffing requirements for each discipline/specialty relative to the overall project needs. Determines quantity and staffing levels in support of the project needs and schedule philosophy. Monitors and reports critical-path and schedule performance of the total project.


Education & Relevant Experience:
Requires a basic understanding of operations' principles and concepts normally acquired through an applicable Bachelor's degree or 9-12 years of progressive, relevant education and experience.


Specific Job Knowledge & Training Required:
Bachelor's degree plus 5 or more years experience in Project Controls.
Candidate must have basic working knowledge of software applications. Familiar with planning software is desirable. The candidate should have a working knowledge of SAP systems. Requires good technical and computer skills needed to develop the integrated production scheduling. Candidate must have the ability to work independently, with minimal supervision. Excellent leadership and communication skills are necessary to interface with other organizations.
Requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status.
The job level will be determined based upon relevant education and experience of the selected candidate. Internal applicants currently in the same ladder, if selected, will maintain their current level and pay.
